Summary
Ontario Regulation 161/25 establishes a separate ten-year pilot project for automated commercial motor vehicles under the Highway Traffic Act. It requires approval by the Registrar for testing, applies the Act with the necessary modifications, sets driver duties and allows SAE Level 4 and Level 5 automated commercial motor vehicles to operate without a driver under the approved pilot framework. The Regulation came into force on 1 August 2025 and is revoked on 1 August 2035.

The Regulation is the legal basis of Ontario's Automated Commercial Motor Vehicle Pilot Program and of the approval holder's responsibilities, and the statutory frame for the driverless-test assistant role defined in the Program Conditions.
