Repository

Unreleased

  • Three pages built from data that was already in hand: Who may do what (/method/roles/) reads the eight approved concepts against the 30 roles of Module 03 in both directions, keeping outright and qualified allocations apart; Where the regimes meet (/map/interfaces/) carries the 13 interfaces with their actors, lifecycle stage and the source records on each side; Who decides what (/map/governance/) lists the 30 bodies and mechanisms by level with their key instruments. Content in content/guide/{interfaces,governance}.json; the roles page is generated from existing repository data alone.
  • Release tooling: scripts/release.mjs with a preflight (npm run release-check) that reads the embargo from the research register output statuses, a --prepare mode that performs every mechanical edit of a release, and a --doi mode that writes a minted version DOI only into published snapshots that lack one. RELEASE.md gains a step-by-step section for v0.3.0.
  • The regulatory map is now maintained in the research register: the Regulatory Map sheet (76 boxes, validation on five columns, checks CHK-31 and CHK-32) is synced into data/hub/landscape.json and the map page states the research register as its source, the coding cut-off of 27 August 2026 and the refresh date separately.
  • Navigation layer on the map: a decision tree (/map/decision-tree/) with three routes and eight decisions that assemble the legal layers in play, the nine-stage regulatory journey (/map/journey/) marking where technical approval ends and operational permission begins, and Slovakia in the European stack (/map/slovakia/, Slovak at /sk/slovensko-v-stacku/). Content in content/guide/*.json, imported from the ROAT Regulatory Map workbook v0.7.1 and checked record by record against the research register register.
  • Product Liability Directive date restored to 8 December 2026 with the corrigendum cited: the 7 May 2026 corrigendum (OJ L, 2026/90364) rewrites Article 2(1), and the EUR-Lex base text still shows the uncorrected date, so an earlier verification pass had "corrected" a correct entry.
  • Map corrections from verification: the UN ADS GTR is a technical reference, not a binding instrument, because a Global Technical Regulation under the 1998 Agreement obliges no Contracting Party to adopt it; the GRVA guidance document and the ADS-21-71/Rev.3 change request are draft, not soft law; the Automated Vehicles Act box links to the Act rather than to division 6 of its Explanatory Notes; tracking parameters stripped from two official-source links.
  • Regulatory landscape map (/map/): the 76 instruments and standards of the ROAT Regulatory Map workbook as a filterable wall of 12 pillars, each box carrying its regulatory layer, function, status class and source record identifiers. Boxes link to the Source Library where the record is published (33 of the 88 referenced records today), otherwise the identifier is plain and the official source is linked. Search and four facets keep their state in the URL. Editorial notes that describe research register workflow rather than the instrument are not published.
  • hub-sync reads an optional Regulatory Map sheet into data/hub/landscape.json; when it exists the build prefers it over the frozen content/landscape/<date>.json, so the classification can be maintained in the research register instead of the workbook.
  • xlsx importer fix: empty cells are self-closing in the OOXML stream, and a <c…>…</c> pattern swallowed them and shifted every later column. Eight map boxes had lost their official-source link.

v0.2.0 — Source Library, Slovak layer, concept definitions (2026-09-06)

  • Zenodo version DOI 10.5281/zenodo.22546848 written into the two snapshots new in this release (second-gate/2026-09-07, human-roles/2026-09-07); concept DOI 10.5281/zenodo.22409313 unchanged.
  • Source Library: 65 sources — ROAT-2026-0263, Matthew Wansley, Backroom Drivers (Harvard JOLT forthcoming 2026; SSRN preprint posted 19 Aug 2026) published after research register prompt 18b; the register's two SSRN placeholders (0245, 0263) now carry verified metadata.
  • Module relationships updated from the research register. Public output details are governed by explicit author approval.
  • Concept definitions: all eight ROAT-CON-* terms approved by the author on 2026-09-06 (definition_status: approved, approved date recorded); concept pages lose the draft badge and cite as approved definitions. Validation warnings 61 → 53.
  • Line endings: .gitattributes normalises every text file to LF (Windows saves had turned a frozen snapshot into a whitespace-only diff; restored from HEAD, nothing recoded). Slovak "O projekte a citovanie" approved with the verified APVV-23-0519 title.
  • Slovak layer (/sk/): overview pages in Slovak — introduction, module overviews (/sk/moduly/<slug>/) and "O projekte a citovanie" — written from content/sk/**.md (front matter: title, status, drafted, summary). The coded data, tables and sources stay on the English pages and every Slovak page links to them; the nav carries a language switch and paired pages declare hreflang alternates. Texts were drafted from the English content and approved by the author on 2026-09-06; a text that goes back to status: draft shows a badge and provenance note and npm run validate warns.
  • Source Library: client-side search (title, citation, summary, keywords, ID) and facets for category, jurisdiction, record type, citing module and legal status; the state lives in the URL query so a filtered view can be linked (/sources/?jurisdiction=Germany). No dependencies, no external requests.
  • Machine readability: JSON-LD on source pages (Legislation or CreativeWork), module and snapshot pages (Dataset with CSV/JSON distributions, DOI and the cited sources), concept pages (DefinedTerm) and research pages (ScholarlyArticle); canonical links; sitemap.xml and robots.txt generated from the pages the build writes. Absolute URLs use SITE_ORIGIN (default https://jozefandrasko-creator.github.io) plus SITE_BASE.
  • Research output pages (/research/{out-id}): each public OUT- output has its own page with status, project, companion modules, the source records it rests on (published ones linked, unpublished ones counted) and the jurisdictions in its evidence; the Research index becomes cards; OUT- ids resolve at /id/.
  • Concept pages (/method/concepts/): eight defined terms — dynamic driving task, DDT fallback and minimal risk condition, remote assistance, remote intervention, remote driving, operational design domain, deployment gate, technical supervision — each with a definition, its locus in the primary sources (record and pinpoint), related concepts and, for every module column it governs, the current value row by row. Definitions are marked draft until the author approves them; npm run validate warns on each draft and checks that locus records exist in the research register and that referenced dimensions exist. Registered as ROAT-CON-* in data/ids.json and resolvable at /id/.
  • Snapshot comparison: a snapshot that declares supersedes now carries a "What changed" section listing every recoded cell (row, dimension, before, after) against the snapshot it replaces, plus added or removed rows; the superseded snapshot shows a banner linking forward and stays citable; the changelog table gains a Supersedes column. Computed at build time from the frozen data files, no new data.
  • hub-sync: an explicit --snapshot-date now takes precedence over the "Snapshot: <date>" line in a module sheet, so re-syncing a recoded module can no longer overwrite the frozen folder named in the sheet (it did, once, for second-gate/2026-08-31; restored from git before commit).
  • Module 02 Second Gate: snapshot 2026-09-07 (status review) supersedes 2026-08-31 after a machine-assisted blind second pass (ChatGPT, 7 of 8 regimes; China RTSL draft text not accessible). 20 cells changed: Great Britain is coded on the law in force on 31 August 2026 (Part 5 APS permits from 15 May 2026, AEVA 2018 s. 2 insurer liability, pilots) rather than on the not-yet-commenced Part 1 authorisation architecture (verified against Commencement Regulations SI 2025/1339, 2026/437, 2026/731); Slovakia records the § 52 Act 106/2018 operational permit for automated delivery vehicles as the only non-test deployment gate. Not inter-coder reliability.
  • Module 03 human roles: snapshot 2026-09-07 (status review) supersedes 2026-09-06 after a machine-assisted blind second pass (ChatGPT, 23 of 30 roles; SAE J3016, SAE J3018 and ADS-21-71 not accessible to the second coder). Class-level agreement 72 % after discounting convention differences; 15 substantive disagreements adjudicated, 10 cells changed: remote intervention is now strictly "from outside the vehicle" (RC-012, RC-020, RC-022), RC-009 records the AFGBV near-field takeover boundary, RC-011 gains route/stop dispatch, RC-005 excludes remote driving, RC-014 arranges remote takeover under the draft print, RC-028 owner duties include the operator (HTA s. 16(1)), RC-030 owner video-surveillance duty. Comparison tooling in the coder's working notes; not inter-coder reliability.
  • research register sync 2026-09-06 (fourth pass): all 64 public texts reviewed against the Public Library rules and sources. Automated Vehicles Act 2024 is now In force (staged commencement, three Commencement Regulations), tracking parameters removed from two official URLs, ten Public Titles replaced by the formal names of the instruments (original title in brackets), the Décret n° 2024-1063 summary expanded, UN Regulation and GTR on ADS citations note adoption at WP.29's 199th session. research register Checks sheet at zero after prompt 8 (0112, 0245 pairing; 0359 next check; Impact Area validation removed).
  • research register sync 2026-09-06 (third pass): the ten remaining Module 03 sources (0009, 0172, 0183, 0369–0375) are Published → 64 source pages; every ID cited by the 2026-09-06 snapshot resolves. The research register itself was hardened: Data validation with reject on 31 Register columns, a Checks sheet with 30 integrity formulas (all "must be zero" checks at zero), 386 text dates and 10 text Research Values converted to real values, column shifts on 0181 and 0360–0366 repaired, Lists extended (Croatian, Swedish, Japanese, Chinese; Deployment). Sync run with --module=none so no snapshot folder was touched; data/validation-report.md regenerated (0 errors · 53 warnings, 48 of them on the superseded 2026-09-05 snapshot).
  • Module 03 human roles: snapshot 2026-09-06 (status review) supersedes 2026-09-05 — all 30 rows now rest on primary sources; ROAT-2026-0317 dropped as core evidence; seven records added to the research register (SAE J3018, Swedish Ordinance 2017:309 and TSFS 2021:4, NTC Australia ADSE paper, Japan Act No. 32 of 2022, Ontario O. Reg. 161/25 and ACMV pilot conditions); California Veh. Code § 38750 and Ontario O. Reg. 306/15 verified. Module status draft → published (latest snapshot in review).
  • research register sync 2026-09-06 (second pass): 16 more records Published → 54 source pages; every source cited by the released snapshots (Modules 01, 02, 07 and the UK longitudinal panel) now resolves. 0183 stays in Review (no publication date on the DMV page).
  • research register sync 2026-09-06 after the Public Editorial Queue: 38 records Published → Source Library has 38 source pages; 54 resolvable IDs. Register repairs (0318–0321, 0343–0345, 0165 public columns; Priority 0360–0366; Outputs back-links for OUT-005/OUT-012); ROAT-2026-0214 monitoring check (consultation open until 9 Sep 2026, next check 2026-12-01).
  • hub-sync accepts Google's own CSV download names (ROAT research register – Final - <Sheet>.csv) and no longer emits the "Integration verdict" heading as an empty verdict row.
  • RELEASE.md: Windows routine, step by step.
  • DOI of v0.1.0 (10.5281/zenodo.22409314) written into the three published/review snapshots; concept DOI 10.5281/zenodo.22409313 in README and CITATION.cff.

v0.1.0 — first public release (2026-09-05)

  • Windows fix: scripts resolve their own directory with fileURLToPath instead of new URL(import.meta.url).pathname, which on Windows yields /C:/… and resolved to C:\C:\….
  • Changelog page generated from this file plus every snapshot the site holds; release runbook in RELEASE.md; base-path build verified for GitHub Pages project sites.
  • 2026-09-05, evening: research register repaired (column shift on ROAT-2026-0360..0366, 53 Used In values, 57 evidence-pairing values, 17 single cells). Re-synced: 0 validation errors, warnings down from 272 to 181.
  • Module 07 (ROAT regulatory analysis framework) added and published: 13 stages from the research register’s method sheet, no embargo because it has no companion manuscript.
  • Amendment A3: method modules (kind: "method", stages parser) and partial publication (evidence_policy: publish-evidenced-rows, Pending evidence section).
  • Amendment A2: role-function cells are qualified values (polarity + qualifier), not a closed vocabulary — 88 spurious warnings removed without flattening the matrix.
  • Pipeline: hub-sync (CSV export or Sheets URL) → validate (build gates) → build (static site) → serve.
  • Modules: 01 Layered normalisation (snapshot 2026-08-25, status review; plus the longitudinal panel historical-uk — UK 1861–1930, EU/UNECE 2018–2026, GB 2024–2026 — from the Layer Coding sheet, status draft), 02 Second Gate (snapshot 2026-08-31, status review), 03 Human roles (snapshot 2026-09-05, draft).
  • Jurisdiction profiles: EU/UNECE, Germany, France, Croatia, Great Britain, China, Slovakia.
  • 2026-09-05, later: research register corrected (France row realigned; ROAT-2026-0001 removed from China core records; ROAT-2026-0317 replaced by ROAT-2026-0311 in the print 1329 row). First clean npm run build: 0 errors. Remaining warnings are Public Library status (no record Published yet), draft-panel evidence gaps in Module 03, and placeholder companion OUT ids.
  • Validation on first sync had found: ROAT-2026-0001 (Level 5) and ROAT-2026-0317 (Signal, Level 6) cited as core records; France row misaligned in the Second Gate sheet (legal status and core records empty, values shifted); ROAT-2026-0120 and 0172 in the roles matrix below the evidence gate. These must be fixed in the research register before npm run build passes.

A published snapshot is immutable. Corrections produce a new dated snapshot that supersedes the old one; both stay addressable.
