First check whether the vehicle meets the statutory definition of an automated delivery vehicle. An intention to deliver parcels alone does not bring it within this regime.

Check the vehicle definition and permitted use in the Road Traffic Act. Do not automatically include every fully automated goods vehicle in this branch.

Under Section 34a, check in particular dimensions (maximum length 1.5 m, width 0.6 m, height 1.0 m), maximum design speed of 45 km/h, sensors, lights, reflectors, safety flag, brakes and exterior safety. The design limit is not the permitted driving speed; Section 55b of the Road Traffic Act also governs movement in traffic.

The operator applies to the type-approval authority. Under Section 53a, provide applicant and vehicle identification, photographs, a description and map of the route or area with operating times, and favourable opinions from the road administrator, municipality and Police Force. Section 53b refers to the permit template in Annex 4; the permit defines the conditions of the specific operation.

Check the supervising driver’s role and supervision records. The permit holder also has duties concerning safety, insurance, vehicle marking and notification of changes.

The result should confirm the vehicle’s classification and list the conditions of the specific permit. This regime’s scope cannot be extended to general driverless transport.
