Vehicle and applicant classification
Compare the vehicle’s technical status, testing purpose and applicant’s eligibility against § 49(1) and (2). From 1 September 2026, insertion of a new pre-series vehicle category changed the lettering; automated vehicles are in paragraph 1(c).
Identify the permit holder and check safety, insurance, documentation, notification of changes and access to specified data. A testing permit is tied to the purpose of testing.
The result should provide a basis for assessing specific tests: vehicle, applicant, purpose, route, safety evidence and permit holder duties.

Explore the specific delivery vehicle regime
First check whether the vehicle meets the statutory definition of an automated delivery vehicle. An intention to deliver parcels alone does not bring it within this regime.

Statutory vehicle category
Check the vehicle definition and permitted use in the Road Traffic Act. Do not automatically include every fully automated goods vehicle in this branch.
Under § 52, the vehicle operator applies to the type-approval authority. The permit specifies operating conditions, restrictions, area, route and time.
Check the supervising driver’s role and supervision records. The permit holder also has duties concerning safety, insurance, vehicle marking and notification of changes.
The result should confirm the vehicle’s classification and list the conditions of the specific permit. This regime’s scope cannot be extended to general driverless transport.

For ordinary operation of a fully automated vehicle, separately identify technical approval, the legal basis for road use and any authorisation for a transport service.

Technical eligibility of the vehicle and ADS
Identify the vehicle, system version and operational design domain (ODD): the conditions in which the automated system can operate. Establish the scope of available technical approval.
The ROAT comparison model as of 31 August 2026 identifies no general Slovak commercial FAV deployment gate. It identifies testing and a specific delivery vehicle regime. Article IX of Act No. 131/2026 amends § 49; it does not itself introduce the proposed operator licence and operational approval in parliamentary bill 1329.
For a specific project, resolve the responsible operator, human tasks, insurance, data and procedures following vehicle or operating-condition changes. Read the proposed architecture in bill 1329 separately from law in force.
The result is a list of legal issues and open conditions for a specific operation. This overview does not itself establish authorisation to deploy a vehicle.
