Remote intervention

Also: remote intervention operator · intervention à distance · intervencija na daljinu · vzdialený zásah

Discrete commands issued from outside the vehicle that change its behaviour, such as requesting a minimal risk manoeuvre, confirming or releasing a manoeuvre, rerouting, resuming the trip or controlling doors, while the automated driving system continues to perform the DDT. EU type-approval law defines the remote intervention operator as a person outside the fully automated vehicle who may remotely achieve the tasks of the on-board operator where it is safe to do so and who shall not drive the vehicle; French and Croatian law create equivalent roles. In the Observatory a takeover of the DDT is never intervention: it is remote driving, and commands given from inside the vehicle are not remote.

Locus in the sources

Remote intervention operator; the ADS continues to perform the DDT.
Decree No. 2021-873 of 29 June 2021 implementing Ordonnance No. 2021-443 (Décret n° 2021-873) — art. R.3151-1(8)
Personne habilitée à intervenir à distance: commands and route changes without driving.
Act amending the Road Traffic Safety Act, NN 145/2024 (Zakon o izmjenama i dopunama Zakona o sigurnosti prometa na cestama) — Art. 2(113)

German Road Traffic Act (StVG) §§ 1d–1g – Motor vehicles with autonomous driving function in defined operating areas (Straßenverkehrsgesetz §§ 1d–1g) — § 1f(2)
Technische Aufsicht may release alternative manoeuvres proposed by the vehicle.
Interpretation of remote intervention and remote interaction (ADS-21-71/Rev.3) — Revised text
UNECE reading of intervention as tactical support while the ADS performs the DDT.

Post-type-approval deployment models

RegimeRemote human role
Germany – current lawTechnische Aufsicht – may deactivate and release specified manoeuvres; not ordinary continuous remote driving
France – current lawQualified remote intervention personnel integrated into system operation
Croatia – current lawRemote intervention role recognised; boundaries and concurrency remain implementation questions
Great Britain – 2026 transitional current lawNo German-style technical supervisor as universal core role; remote functions depend on operating model
China – current transitional regimeNo mature national standalone technical-supervisor/remote-operator role architecture yet
China – 2026 Road Traffic Safety Law draft prospectiveRemote human role remains underdeveloped in the draft
Slovakia – current law (31 Aug 2026)No general commercial FAV technical-supervision/control-centre role in force; supervising driver (dohliadajúci vodič) with remote takeover for automated delivery vehicles (Act 8/2009 § 2(2)(w), § 5(6))
Slovakia – CPT 1329 prospective model prospectiveSupervision operator + control centre; current draft boundary with remote driving needs correction
